“It’s not a question of over-regulation or under-regulation, it’s the right regulations and not the wrong ones. And if when you challenge a regulation you’re told you just want to tear up red tape and you don’t believe in regulations, that’s a way of silencing a debate. You can create regulations… that’s not the same as a culture of responsibility.”
